Everything seems fine! 
The screen updates only when the RX unit receives a valid Wind data packet.
Just for testing, until your RX unit don't receive data packets, search for this line on the code (around line 442):
//Update_Display(); // HERE JUST FOR TESTING
and uncomment it. Don't forget to comment it again when you have your system working normally.
With that line uncommented, the display will update almost every minute.
