I think I solved everything. Seem that if just one of 3 sensors ( T,W,R ) doesn’t have a good signal ( in my case rain gauge was with low battery ) , the PC2 doesn’t send anything to WU site and obviously  the 2nd dot was Red . Replaced batteries and simulated some rain , everything back to normality as always did . 

I'm glad to know that you have figured out that the problem was with the batteries of the rain gauge.

Don’t know if it’s a logic thing that it works like so , cause if I got no rain gauge or no wind sensor , I can’t update the WU site ? No sense to me . 

Its not exactly like that. As I tried to say many times, whenever the station restarts or boots, it needs to runs an initialization sequence, which only completes after having receing signals from the three main sensors. This initialization sequence is specially important for the rain gauges. Don't know if you know how Auriol rain gauge works, but what it sends is a total number of rain clicks, since last time batteries were replaced, so when WeatherDuino starts it needs to receive at least one data packet from it to compare with latest stored value, and counting rain, from that number onwards.

- Fix a bug when decoding negative temperatures from Auriol weather stations.
