Let's check something else to try to find why those pins aren't at the required level. Can you please do the following procedure:
- Measure voltage on both sides of R8 and R15. It should also be 3.3V
- Check continuity between both sides of R8 and any point with 3.3V
- Voltage at C7
The voltage drop across R8 and R15 was 3.3V (0 volts on the EPS12 side). Voltage at C7 is 3.3V. I don't not have voltmeter cable of checking continuity at the moment.

Sorry for my poor English. I doesn't mean voltage drop across the two resistors, but checking voltage on both sides of R8 and R15 against GND.
If voltage at C7 is 3.3V, ignore the continuity check suggested above.
Anyway we are narrowing the possibilities.
Having 3.3V (in relation to GND) on both sides of R8 and R15, then the GPIO0 and CH_PD pins (respectively) of the WiFi module should also be at 3.3V level. If not, later check continuity between R8 and GPIO0, and R15 and CH_PD pins.
Have you tried reheating the welding points of the WiFi module?

I have recently completed building the Pro2+ Rx board and have the same problem of the COM LED coming on after boot up and staying lit continuously, with no connection through to the LAN.
Have checked the points mentioned above and the only things that appear wrong are the voltages on either side of R8 at 3.3V & 2.0V. GPIO0 pin is also at 2.0V. R8 is 9.9kΩ
