I've not read it in detail yet and it does look interesting, but does anybody know the DATE of issue of that report? The most recent "Reference" is 1999. There have been considerarable advances in the design and (over-)use of the 434 MHz band recently, culminating in technologies like "Lo-Ra".
An area where I would/might "change" (I will not use the word "improve") my own verion of the WeatherDuino Transmitter is to use a 3 volt (or no more than 5v) supply rail system (at much lower powers).
