Hello Derek,

Everything in your config_TX.h file seems OK.

Can you please check two things:
- Is the FAN led on?
- Check if the negative wire of the fan is connected to where says -9V and not to any GND point. If the negative wire of the fan is connected to GND the fan will be always ON.
