In your winddebug.txt file I can see wind gusts of up to 31mph and a maximum average of 4mph (values in winddebug.txt are in m/s * 1000).
Please keep in mind that the LCD display only shows you the average speed, not the gust speed (To see the instant readings of wind speed you need to connected the RX unit to Cumulus, or have an Wireless Display unit)
Do you have the Wind Speed sensor installed outside the house?
If you are just testing it inside your house, keep an air blower pointing to the wind speed sensor. After some minutes the average speed should be equal to gust speed.
