Could you please, trying this: In the TX software, replace the existing Routines.ini file by the new Routines.ini included in the attachment, and program the TX unit again. There is no need to change anything in the user configurable options.

Looks like your change was not to set pull up to high on wind data pin. Didnt see much of a change had a top wind speed of 4 mph. I also turned on wind debug on TX board and I have attached it.
