The JP2 and trim pot are only used for the Fine Offset wind vanes, so you don't have to nothing with them.
The Inspeed Vortex II Wind Sensor with Hall Sensor requires to be powered by 5V. That voltage is available on the RJ12 connector PIN6. If you are sure that it is correctly powered, could you please post your wiring to the RJ12 connector?
The user configurable options on your config_TX.h file are correct.

PIN 6 goes to +5V on Vortex PIN 4 goes to green wire data on Vortex PIN 3 goes to ground on Vortex. I have confirmed voltage and signal all the way to the Vortex wind speed itself. On pin 4 at the Wind connector I have 4.97 volts that pulses low when I turn wind cups and also confirmed same on D3 signal on Nano. I have included my RX config in case there is something wrong there.
