Let's check something else to try to find why those pins aren't at the required level. Can you please do the following procedure:
- Measure voltage on both sides of R8 and R15. It should also be 3.3V
- Check continuity between both sides of R8 and any point with 3.3V
- Voltage at C7
The voltage drop across R8 and R15 was 3.3V (0 volts on the EPS12 side). Voltage at C7 is 3.3V. I do not have voltmeter cable of checking continuity at the moment.
