That could be the cause of the constant blue led.
Let's check something else to try to find why those pins aren't at the required level. Can you please do the following procedures:
- Measure voltage on both sides of R8 and R15. It should be around 3.3V on both resistors.
- Check continuity between both sides of R8 and any point with 3.3V
- Voltage at C7
