OK, I will check it right now. Will let you know in the next 5 minutes.

The rain bucket appears to be operating correctly then. It is showing an open when at rest on pins 3 and 4 and then when I tip the bucket it is showing a short in the middle of tipping the bucket, then open again after fully tipping it over. It works the same both ways.

If the rain gauge is working, connect it to pins 3 an 4, and then enable the debug mode on the TX software.
Reprogram the Nano and open the serial monitor on your IDE. If there isn't any problem you should see something on the screen at each 31 seconds.

If the readings don't increase when you manually flip the tipping bucket, with the multimeter check the continuity between pin 3(RJ11) and GND and continuity between pin 4(RJ11) and pin D2 on the Arduino. If there is continuity, try to exchange your nanos from one Tx board to the other (reprograming it again, of course).

Please change the baud rate to 19200

Ok, on board "Tx2" I get 0.8ohms between pin3 and ground. Between pin4 and pin2 on the nano it is showing an open. I have to disconnect "Tx1" and test it with the multimeter.

Note: both "Tx1" and "Tx2" are programmed as Tx1 for testing purposes and only 1 board is powered on at a time.

The most important thing to a successful assembling is to understanding how the system works...
That value doesn't represent the total rain tips. Based on the current tip rate that value is the estimated rain tips per hour, an it is used to calculate the rainfall rate.
