Hello,
Do you know how to connect the new Davis 6410 anenometer. The cable has 4 pins (black ,red , green , yellow). I can get the speed but not the direction. This remains frozen at a value.

This may help:
Fitting Davis Anemometer and Wind Vane 7911 & 6410
Please confirm and check. For TX v3.13 I think it will be:
Davis cable ----> TX 3.13 pcb
RED ----> GND
BLACK ----> SPEED
GREEN ----> DIR
YELLOW ----> 5V

This a manual thing, you need to undo the very small Allen screw and turn the vane on the potentiometer shaft until it points North and shows up on the display as North, then tighten up Allen Screw.
Being American the Allen Key is probably still imperial and 0.05"
