I am not running CumulusMX....although I have just got a Pi 3 going with it running and it should connect to WU as I put the id in there but maybe because I dont have any sensors via the arduino connected yet. Its hard to help, what I'm getting is disperse and or contradictory info which doesn't help to establish procedures to find where is the problem.

What you want to mean with, "it seems to be ok" ?
Does that mean WU upload ends successfully?
What is the output of the debugging? What are you seeing on the serial monitor? It should show you if the connection to WU was successful and if the data was sent.

The problem is JUST with the Weatherduino Pro Plus 2 CumulusMX is just another thing I am trying to get going to prove the problem is WU. attached is all I have had out of the serial port on that debug string you asked me to uncomment
This picture is what I am getting from the serial monitor and nothing else out. I do not have any TX unit going to it though as I have it at home but I would have thought it still would have sent data to WU that it was alive

That's the initial posting that is sent to the serial monitor every time the receiver starts, not the output of the PRINT_DEBUG_WU_UPLOAD .

Well, it will not be easy...
Since the receiver isn't receiving data from the transmitter, it will not pass from the initialization stage, thus it will not run the WU upload routines (which explains why you aren't get anything else from the serial monitor).
You can try to put the receiver in test mode, allowing it to pass the initialization screen, but even doing so I'm sure if we can reach to a conclusion. Try it, and leave the serial monitor open, the first messages from PRINT_DEBUG_WU_UPLOAD only appear after the time defined in the WU upload period.

But also enable sending of wind and rain data, even don't having the sensors attached, otherwise...
Have you heard about the TWR letters on the initializing screen?

Without data from those sensors receiver won't leave the initialization screen. I'm sure you know about it, you are using WeatherDuinos since long time.
I gathered that is what it was. I had not read anything about it though. I need to make up the second set I have here anyway for the one I want to keep here at home. been trying to find another Davis sensor pack as the right price but they are rare as rocking horse sh*t. Everyone seems to want them. The FO gear here that is with other brands of cheap weather stations are internally different. I have one here but both wind speed and direction are different. They use some sort of serial comms

Can you post a picture of them and the connector?
I'm using the ones that came from WH3081 I brought from Bunnings (branded Holman). Bunnings no longer sell the WH3081 (I think Jaycar does tho), but you can call Holman and ask them to sell the sensor you need. Holman sold me another anemometer a couple of months back for bugger all (like $10 or something). These work OK, but don't last forever, but will till you can source the holy grail of sensors

I bought a holman one from bunnings..cant remember the number..it was really cheap Iweather WS5029 is on the display I looked at the sensors as that is what I was going to use but its way different in the sensors

Yeah, I'm pretty sure that's different. IIRC my wind direction come down via a pair of wires. That might be emulating another protocol. Lets see what Werk says when he has a look.
EDIT:
I just took a closer look and mine look identical, except my rain bucket is rectangular . My Anemometer connects, via a single pair cable with an RJ11, to the Wind Vane. The Wind Vane connects to the TX board via an 2pair flat telephone cable with an RJ12 type connector.
